Andromeda is Milky Way's younger sister (she's 5 years old, as opposed to Milky Way being 15).
She was originally meant to be a prize for a game that was going to be on the Milky Way and the Galaxy Girls website, but since the completion of said game was undetermined, Lauren Faust decided to reveal her on her DeviantArt.
Not much is known about her, but according to TVtropes, she's meant to represent the children that idolize the Galaxy Girls (mainly Milky Way, as she wants to be a big star like her).
